Chinese Ophthalmologists Provide Assistance To African Peers

– Academic and cultural exchange through the Belt and Road Initiative training course for African ophthalmologists

SHENYANG, China, Aug. 22, 2022 /PRNewswire/ — Hosted by the Ministry of Commerce of the People’s Republic of China and co-organized by Shenyang Normal University and He Eye Hospital Group, the one-month training course for ophthalmologists from Belt and Road countries was officially launched in August.

Ophthalmologists, optometrists, and nurses from six countries, including Kenya, Zambia, Nigeria, South Africa, Malawi, and Botswana, attended the training.

During the training period, the organizers have been conducting online lectures, seminars, and remote observation of surgeries for the participants on topics encompassing global blindness, trends and prospects in ophthalmology, blindness prevention and treatment models with Chinese characteristics, new progress in blindness prevention, theories in subspecialties of ophthalmology, and cataract surgery operation.

This training also offers a unique cultural exchange program – “China on the Cloud – A Virtual Tour.” Participants can experience the charm of virtual reality technology and visual art through six virtual tours, which take them through the different cultures, history, and natural landscapes of five cities in China, namely Shenyang, Dalian, Beijing, Chongqing, and Shanghai in turn.

The Belt and Road Ophthalmologist Training Program is a foreign aid training program sponsored by the Ministry of Commerce, which aims to provide young ophthalmologists from participating countries in the Belt and Road Initiative with advanced training in ophthalmic diagnostic reasoning, treatment concepts, and surgical techniques to improve their professional skills and to fill the shortage in local demand for ophthalmologists. Al Mangoush and Italian Foreign Minister’s Special Envoy for Libya stress need to appoint new Representative of UN Secretary-General to speed up the political process and elections

Tripoli-The Minister of Foreign Affairs and International Cooperation of the Government of National Unity Najla Al Mangoush and the Special Envoy of the Italian Foreign Minister to Libya Nicola Orlando agreed on the need to resolve all differences, reject unilateral destabilizing measures and maintain calm in Libya.

This came during the telephone conversation that Al Mangoush had with the Special Envoy of the Italian Foreign Minister to Libya, Nicola Orlando, during which they discussed the latest developments in the political situation in Libya.

According the Ministry of Foreign Affairs SMS page, two sides stressed the urgent need to appoint a new representative of the UN Secretary-General to accelerate the political process and reach a constitutional basis that paves the way for the holding of elections.

For her part, Al-Mangoush expressed her appreciation of role of supporting stability in Libya, and the international position in support of the elections as the only solution to the crisis in the country.

Shakshak calls for addressing over-staffed public sector

Tripoli- Head of the Audit Bureau, Khaled Shakshak, sent a letter to the Prime Minister of the Government of National Unity, Abdul Hamid al-Dabaiba regarding setting the necessary measures to address job overcrowding in the public sector.

In remarks posted on the official Facebook account of the State Audit Bureau on Facebook, Shakshak called on Al-Dabaiba not to expand the establishment of administrative bodies and grant them administrative and financial independence.

He also called for the need to prepare a central system that organizes employee databases in the state based on a standard administrative staff based on the actual needs of the state for all sectors and regions.

The remarks stressed strengthening the role of the private sector by providing guarantees and developing plans to finance small and medium enterprises, which in turn would contribute to reforming the economy in general, providing job opportunities for youth and reducing unemployment.

He also called for the development of strategic plans aimed at harmonizing educational outcomes with the needs of the labour market.

President of Audit Bureau and Minister of Housing discuss procedures for implementing stalled housing projects

Tripoli- Head of the Audit Bureau, Khaled Shakshak, discussed with the Minister of Housing and Construction the procedures for implementing the stalled housing projects.

The meeting, which was attended by the directors of the relevant departments from the Audit Bureau and the Ministry, discussed efforts to complete the stalled projects by providing financing outside the state’s general budget by concluding a real estate partnership or investment agreement between the public and private sectors.

The two sides also reviewed the requirements and legal procedures taken by the Ministry of Housing and Construction to complete these projects and to identify those requirements in the context of ensuring the implementation of this initiative to complete the housing projects.

Shakshak stressed the importance of this experiment because of its positive effects at all levels to provide housing units for citizens and encourage participation between the public and private sectors.

They agreed to hold a meeting this week at the Ministry of Housing and Construction with all relevant authorities and parties represented by the State Property Authority, the Real Estate Registration Authority and the Savings and Real Estate Investment Bank, to complete the study of all procedures and stages related to activating this initiative through clear and specific work mechanism.
