Al Koni: Council May Feel Obliged To Issue Presidential Decree To Approve Constitutional Basis If Conflict Persists.

Tripoli, Member of Presidency Council Musa Al Koni said the Presidency Council can issue a presidential decree, under full force of law, to be published in the official gazette, to approve the constitutional basis in consult with several bodies, which will constitute the legal framework for the forthcoming elections in December.

Al Koni told the BBC program ‘No Strings’ to be broadcast tomorrow, that he suggested the idea to the High Court, the Judicial Council and the UN Support Mission in Libya, though he said the notion would be the last resort lest it lead to further division among Libyans.

The BBC said Al Koni pointed finger at all parties of the political process in Libya, of obstructing the path to agreement over the constitutional basis.

The BBC quoted Al Koni as seeing that ‘the Libyan problem is an outside rather than inside issue, and that he considered the unification of the Central Bank as an important event. He also talked about reasons hindering unifying the Libyan Army and selection of a Defence Minister.
