President of HNEC Announces Commission’s Plan for Conduct of Presidential and Parliamentary Elections.

Tripoli, The Head of the High National Elections Commission, Emad Al Sayeh, announced Sunday, the commission’s plan for conduct of presidential and parliamentary elections, based on what was stated in Law No. (1) of 2021, regarding election of the president of the state and his powers and Law No. (2) regarding the election House of Representatives issued on September 8 and October 5, respectively this year.

Al Sayeh explained, at a press conference held at the Commission’s headquarters in Tripoli that the plan was based on synchronization of the two processes in terms of procedures, provided that the polling day is set for the first round of electing the head of state based on a proposal submitted by the commission to the House of Representatives for approval. The second round of the presidential elections coincides with the parliamentary elections on a polling day to be determined according to a proposal from the Commission referred to the House of Representatives for approval, and the Commission Council will announce the results of each of the two processes simultaneously when each of them is completed.

The head of the commission said that a preemptive process will be launched tomorrow, Monday, that includes publishing the lists of voters registered in the commission’s database in the polling centers, each according to his choice and registration, in order to allow stakeholders to challenge the names within 48 hours from the date of publication, in addition to enabling voters to confirm their names in the centers where they are registered for the purpose of receiving their electoral cards in a process that will be announced later.

Today, he added, the forms of endorsement lists that the electoral laws required of candidates for the presidential and parliamentary elections will be published on the commission’s page on the Internet, accompanied by the technical instructions that the candidates must abide by in preparing these lists, to give enough time to prepare and submit them as one of the documents required for candidacy.

Al Sayeh indicated that opening the door for accepting candidates for the presidential and parliamentary elections will be available once the necessary technical and logistical preparations for this stage are completed, pointing out that the High National Election Commission plans to launch this stage in the first half of next month, which will coincide with the process of distributing voter cards in the centers in which they registered.

The head of the High National Elections Commission sent a message of reassurance to the Libyan people and all political parties; the Commission will not deviate from its commitments towards implementing free and fair elections that guarantee the rights and consensus for all, and that it will not tolerate any attempt to undermine its reputation or infringe on its procedures.
