Al-Menfi receives OPEC Secretary-General.

Head of the Presidential Council, Mohamed Al-Menfi, received, Wednesday, the Secretary-General of the Organization of Petroleum Exporting Countries (OPEC), Haitham Faisal Al-Ghais, in the presence of Minister of Oil and Gas of the Government of National Unity, Mohamed Aoun.

According to the media office of the Presidential Council, Al-Menfi indicated in the meeting the importance of the hoped-for role of the organization in maintaining coordination between the oil-producing countries.

For his part, Al-Ghais hailed Libya’s role and keen interest in the unity of OPEC and strengthening its efforts to serve common interests of all, considering that Libya is one of the main partners within the organization.

A scientific-political-society group supports Batili’s proposal to organize the Libyan elections

A group of politicians, party leaders, and representatives of civil and community organizations and trade unions held a political dialogue forum, today, Wednesday, in Tripoli, to discuss what was stated in the recent briefing of UN envoy Abdullah Batili to the Security Council regarding his intention to form a high-level technical committee to prepare for the elections in Libya.

The group, which calls itself the “Scientific Political and Societal Spectrum Group”, announced in a statement its endorsement and support for Batili’s call for simultaneous presidential and parliamentary elections during the current year 2023.

The group considered that holding elections this year is the only way out of the crisis the country is going through, calling on all political parties in Libya to show a sense of responsibility towards the country.

The scientific, political, and social spectrum group demanded that the high-level committee proposed by Batili include candidates for the presidential and parliamentary elections, party leaders, councils of wise men, university professors, trade unions, civil society organizations and women’s associations.

In the statement, they also called for taking into account the geographical dimension of the political spectrum participating in the committee, working to create conditions for consensus on a unified national project, and providing guarantees for the success of the dialogue, both locally and internationally.

It is noteworthy that the Scientific, Political, and Societal Spectrum Group was established on January 24, and includes in its membership 26 candidates for the presidential elections, 108 candidates for the parliamentary elections, 26 leaders of political parties, 250 university professors, 100 wise men and dignitaries of Libya, 80 civil society organizations, and women and youth activists.

The group developed a national pact that works according to principles, including criminalizing violence, respecting the unity of Libya, preventing foreign interference, building security institutions, respecting national sovereignty, separation of powers, and formulating a new concept of national security.

Among the group’s declared principles are the adoption of a comprehensive system for environmental sanitation, the launch of a program for spatial development, the achievement of social justice, the criminalization of incitement and the culture of hatred in all its forms, and the abolition of secret and public agreements that violate Libyan land.

Al-Dabaiba directs the Ministry of Foreign Affairs to raise the level of coordination with the United Nations to complete the elections.

The head of the Government of National Unity, “Abdul Hamid Al-Dabaiba,” said that he had instructed the Ministry of Foreign Affairs and International Cooperation to raise the level of coordination with the United Nations in the field of technical support and advice to the High National Elections Commission.

Al-Dabaiba added, in a tweet on his Twitter account, that this step aims to “work to achieve the due national elections in the country, in line with our aspirations to end the transitional stages in a peaceful manner through free and fair elections.”

German Ambassador to Libya: We support Batili’s efforts to hold elections in Libya in 2023

The German Ambassador to Libya, “Michael Unmacht,” welcomed the briefing of the Special Representative of the Secretary-General of the United Nations, “Abdullah Batili” at the Security Council meeting on Libya the day before yesterday, Monday.

“Unmacht” said in a tweet that it posted on its Twitter account, “that his country supports the efforts of the Special Representative of the Secretary-General of the United Nations to hold elections in 2023 through a Libyan-owned process under the auspices of the United Nations – and also by facilitating more international support through the Berlin process.” .

With the participation of the Designated Minister of Interior: the start of the work of the fortieth session of the Council of Arab Interior Ministers in Tunisia.

Today, Wednesday, the 40th session of the Council of Arab Interior Ministers was held in the Tunisian capital with the participation of the Minister of Interior, Imad Mustafa Trabelsi.

During this session, which was launched under the auspices of the President of the Republic of Tunisia, Kais Saied, the ministers discussed activating the Council’s work in the field of cybersecurity and combating electronic crimes, respecting human rights in security work, and amending the Council’s regulations in line with developments.

The Council also reviewed the executive plan for the Arab strategy to combat terrorism, which was developed in line with the United Nations strategy to combat terrorism, according to what was published by the Ministry of Interior on its official Facebook page.

JICA and WFP introduce the Japanese Kaizen Management Approach to Libyan Youth and Female Entrepreneurs

TRIPOLI/LIBYA – The Japan International Cooperation Agency (JICA) and the United Nations World Food Programme (WFP) – in collaboration with the Tunisian Ministry of Industry, Mines and Energy and the Ministry of Foreign Affairs in Libya – are conducting trainings for 30 Libyan youth as well as Libyan officials and NGO staff on a Japanese management improvement technique to promote economic recovery in Libya.

The so-called “Kaizen” management approach supports an environment of continuous learning, integration, and innovation in a culture of continuous improvement, based on the idea that small, ongoing positive changes can reap significant positive developments. Co-funded by JICA and WFP, the workshops take place from 27 February to 10 March, during which participants will visit model businesses that apply the Kaizen approach and benefit from it.

“We are grateful to JICA, the Government of Tunisia and the Government of Libya for their support to extend the Kaizen approach to businesses and start-ups run by Libyan youth and women,” said the Deputy Country Director of WFP in Libya Yasuyuki Misawa. “These trainings will support our participants – some of them coming from strained cities such as Benghazi and Sirte – to become a force of change and lead the development in Libya.”

This intervention is part of WFP’s efforts to promote economic and industrial recovery in Libya supporting youth inclusion through the establishment of innovative entrepreneurship programmes in the country. Libya is in fact still facing significant challenges as a result of the aftermaths of the COVID-19 pandemic and the ongoing conflict in Ukraine, whose effects are weighing significantly on the local economy.

The opening ceremony of the training took place on 27 February 2023 in the presence of the Chargé d’Affaires of the Japanese Embassy to Libya H.E. Masaki Amadera, General Director of the Management Unit of the National Program of Quality and Productivity Promotion (UGPQP) Zouheir Makhloufi, Chief Representative of JICA Shuhei UENO, and the Deputy Country Director of WFP Libya Yasuyuki Misawa, as well as a representative from the Libyan Ministry of Foreign Affairs and International Relations, Abdulfattah Khouja.

“We are delighted to provide Libyan entrepreneurs with this training about Kaizen approach. Tunisia is already working with many African countries on Kaizen dissemination, but it is important to have such activities with Tunisia’s closest neighbours,” said General Director of the UGPQP Zouheir Makhloufi.

“We are hoping to be able to work with these aspiring Libyan youth towards rebuilding their country,” said Chargé d’Affaires H.E. Amadera.

The Kaizen management philosophy offers a systematic approach for business improvements resulting in cost reduction, improved quality and productivity, and a shorter delivery time, with an approach that has proven to work in any country, culture, and sector so far.

“We wish to extend the implementation of this innovative approach to Libya, learning from previous successful experiences in the region,” said Chief Representative of JICA Shuhei UENO.
