Libya Intercepts Boat with 700 Europe-Bound Migrants

A vessel carrying at least 700 migrants was intercepted off the eastern coast of Libya, the coast guard said. It was one of the largest interceptions in recent months of migrants seeking a better life in Europe through the war-torn North African country.

The coast guard said the boat was stopped Friday off the Mediterranean town of Moura, 90 kilometers (56 miles) west of the eastern city of Benghazi.

It said in a statement that the migrants hail from different nations and that those who illegally entered Libya would be handed over to their home countries.

The statement did not provide further details.

The coast guard posted images on Facebook showing a large, overcrowded vessel with most of those on board appearing to be young people.

It was one of the largest interceptions in recent months of migrants sailing to Europe, a destination for thousands fleeing conflict and poverty in the Middle East and Africa.

In August last year, Italian military vessels aided a boat crammed with 539 migrants off the southern island of Lampedusa. The boat was launched from Libyan shores.

Libya has in recent years emerged as the dominant transit point for migrants seeking a better quality of life in Europe. The oil-rich country plunged into chaos following a NATO-backed uprising that toppled and killed longtime autocrat Moammar Gadhafi in 2011.

Human traffickers in recent years have benefited from the chaos in Libya, smuggling in migrants across the country’s lengthy borders with six nations. The migrants are then packed into ill-equipped rubber boats and other vessels and set off on risky sea voyages. Officials didn’t say what kind of vessel was found over the weekend.

The International Organization for Migration has reported 1,522 dead or missing migrants in the Mediterranean this year. Overall, the IOM says 24,871 migrants have died or gone missing in the Mediterranean since 2014, with the real number believed to be even higher given the number of shipwrecks that never get reported.

Islamic State Claims Attack on Police in Suez Canal City

The Islamic State group claimed responsibility Saturday for an attack Friday on a police checkpoint in Egypt’s Suez Canal city of Ismailia. At least four people, including three police officers, were killed, officials and state-run media said.

The attack also wounded 12 others, mostly conscripts who were taken to a hospital, according to a casualty tally document at the hospital.

The dead included three police officers and a still unidentified person, the hospital document obtained by The Associated Press showed.

“A cell of soldiers of the caliphate managed to attack an Egyptian police roadblock … with a machine gun,” the militant group’s Amaq news agency said Saturday.

The attack took place late in the afternoon in Ismailia city, on the western side of the Suez Canal, according to security officials, who spoke on condition of anonymity because they were not authorized to speak to the media. The media office of Ismailia province described the attack as a terrorist strike.

State-run al-Qahera New television reported that security forces killed one of the attackers. It broadcast graphic footage purportedly showing a body, saying it was the dead militant.

Egypt has been battling the Islamic State extremist group in the northern part of the Sinai Peninsula for years. The militants have carried out numerous attacks in Sinai and elsewhere in the country, mainly targeting security forces, minority Christians, and those who they accuse of collaborating with the military and police.

In May, at least 11 Egyptian soldiers, including an officer, were killed in a militant attack on a water pumping station east of the Suez Canal.

The pace of IS attacks in Sinai’s main theater and elsewhere has slowed to a trickle since February 2018, when the military launched a big operation in Sinai as well as parts of the Nile Delta and deserts along the country’s western border with Libya.

German Ambassador to Libya: The decision on the elections must be taken by the Libyans themselves

Tripoli, December 31, 2022 (LANA) – The German Ambassador to Libya, “Michael Unmacht”, called on the House of Representatives and the High Council of State, and all active institutions in the country to respond to the aspirations of the Libyan people, and to speed up the development of the constitutional framework organizing the elections, stressing the need for everyone to assume responsibility, and that “The solution to the crisis in Libya must be peaceful.”

The German ambassador added, in statements to the newspaper “Al-Sharq Al-Awsat” yesterday, Friday, regarding his response to a question about who should bear the consequences of the Libyan crisis, especially after a year has passed since the elections were postponed. The ambassador expressed his thoughts by saying; “the first responsibility is assumed by the Libyans before any other party”.

The ambassador also saw the need for a solution regarding the elections, and while pointing out that “the Libyans must make the decision themselves,” he said that the UN envoy, Abdullah Batili, is working to achieve this goal.

The German ambassador underestimated that the European role in Libya had declined in favor of the United States and the capitals of regional countries, saying that the tracks of the two Berlin conferences that were held in the German capital to resolve the Libyan crisis are still continuing.

He added that the working groups emanating from the two conferences are still working, explaining, “If it is necessary to hold a (third forum) in Berlin in order to take pivotal steps, we are ready to organize this forum and support the work of the United Nations in this regard.”

With regard to the security situation, he stressed the need for all foreign forces, mercenaries and foreign fighters to leave Libyan territory, “regardless of their nationality, whether they belong to Russia, Turkey or any other nationality, within the framework of commitment to Security Council resolutions and the final decisions of the (Berlin 1 & 2) meetings, recalling in this regard the demands and calls of the Libyan Joint Military Committee (5 5) for all those foreign forces and mercenaries to leave the country.

In this context, the German ambassador, in his dialogue with “Al-Sharq Al-Awsat”, highlighted the recent meeting of the security working group of the Berlin process, which focused on “restoring the state’s monopoly on the use of force, including the process of disarming, demobilizing and reintegrating armed groups,” stressing that “the solution to the crisis In Libya, it must be peaceful.”

“Foreign policy challenges for 2023”

Our country’s foreign policy has always been governed by principles and is intertwined with stability, security, respect for the independence and territorial integrity of states, adherence to International Law and the International Law of the Sea. To defend our national values and interests, interact with our regional and international environment, and achieve our goals, we have chosen to pursue a constructive and fruitful foreign policy based on interdependent fields of action in the new year as well.

The first field is our presence in Europe, not only within the framework of the EU, of which we are one of the oldest members, with active participation in all its bodies and institutions and systematic work for its deepening and integration, but also on a bilateral level, with countries on the continent with which we are linked by ties of friendship and cooperation.

Developments in Europe, following Russia’s invasion of Ukraine, now form a significantly differentiated landscape, which requires the vigilance of the European and international community to address the associated serious challenges and the forces of revisionism. And it is precisely these challenges of revisionism that are directly linked to our national interests. As I have made clear in my three visits to Ukraine since the Russian invasion, this narrative and this way of thinking can also turn the Eastern Mediterranean region into a “powder keg”.

However, in addition to developments on the battlefield, the energy and food crises may accelerate global developments, with a particular interest for our country, especially in the field of energy and Greece’s ability to contribute to Europe’s energy security.

The second field is our strategic cooperation relationship with the United States, which is founded on the joint protection of the values of freedom and democracy, on our participation in defense and other international organizations, as well as on the capitalization of Greece’s geopolitical importance for the promotion and consolidation of security and stability in the wider region.

The third field is a region with which our country maintains close historical and cultural ties since ancient times: Middle East, Gulf, North Africa. The situation in Libya remains an unsettled issue and we will work to resolve it, in a spirit of sincerity and mutual understanding, with the government that will emerge from the national elections in that country.

The fourth field is the Western Balkans, where Greece aims to maintain good neighbourly relations, consolidate stability and security, and create conditions for growth. To achieve these goals, Greece favours and supports the Western Balkans’ European perspective.

Asian countries such as India, Japan, Vietnam, Indonesia and Japan, with which Greece shares common positions on international developments, as well as Australia, the continent that hosts a significant and vibrant Greek diaspora, constitute the fifth field of our actions. Our relations with the African continent, and especially with sub-Saharan Africa, constitute another area of interest for us, since the migratory flows from this region and the possibility of emerging hotbeds of terrorism are significant challenges in which our country can play an important role.

Lastly, Greece’s active presence in international and regional organisations is important, as it articulates a coherent and convincing discourse, presents crucial proposals and seeks innovative solutions to address global challenges and consolidate international cooperation. In 2023, we will continue our efforts to ensure that Greece is elected as a non-permanent member of the UN Security Council for the 2025-2026 term in the 2024 vote.

It would be desirable that any reference to neighbouring Turkey in a framework of rivalry should be absent in a text that refers to the challenges of Greek foreign policy. However, our country faces an unprecedented crescendo of questioning and provocation, in terms of both duration and intensity, which is far from any notion of good neighbourliness. In this tug-of-war, we respond calmly and decisively with substantiated arguments based on International Law and the International Law of the Sea and we reiterate that the national sovereignty and territorial integrity of our country are not a subject for discussion and are not open to the slightest questioning.

In a rapidly changing international and regional environment, Greece’s foreign policy will continue to reflect the constant osmosis between national, regional and international developments and the challenges that determine them.
