CGTN: China highlights revitalizing northeast in drive for common prosperity

BEIJING, Aug. 18, 2022 /PRNewswire/ — After winning the fight against absolute poverty and completing the first centenary goal of building a moderately prosperous society in all respects, the phrase “common prosperity” has gained prominence as China is determined to better the lives of more people.

“Chinese-style modernization is modernization featuring common prosperity and happiness for all, not just a few,” President Xi Jinping said in his recent inspection in northeast China’s Liaoning Province.

During his two-day visit which started Tuesday, President Xi, also general secretary of the Communist Party of China (CPC) Central Committee, called for coordinating the COVID-19 response with economic and social development, balancing development and security imperatives, fully and faithfully implementing the new development philosophy, and firmly promoting high-quality development.

China’s northeast – comprising the three provinces of Heilongjiang, Jilin and Liaoning – was once a thriving powerhouse on the back of traditional industries including steel, automobile and aircraft manufacturing, shipbuilding and petroleum refining. However, afflicted by deep rooted problems including an aging population, dwindling investment and talent outflow, the region gradually showed a sharp decline in its economic performance indicators.

In 2003, the CPC Central Committee launched a revitalization strategy for the region and in 2016, renewed an action plan of focused supportive measures.

Efforts should be made to promote common prosperity for all, advance the modernization of China’s system and capacity for governance, and deepen the Party’s full and rigorous self-governance, to set the stage for the 20th National Congress of the CPC, Xi told Liaoning officials during the visit.

Innovation-driven development

While visiting a robotics company on Wednesday in Shenyang, the provincial capital of Liaoning, President Xi pounded extra importance on independent innovation, which will facilitate the change of China from an economy of quantity to an economy and manufacturer of quality.

Xi called for immediate efforts to promote self-reliance in science and technology and a greater boost to secure the country’s grip on core technologies in key fields and equipment manufacturing, while affirming the progress made by the company in independent innovation and industrialized development.

He highlighted the efforts to create a new pattern of development that is focused on the domestic economy but features a positive interplay between domestic and international economic flows, stressing that China would continue opening up to the world.

“We have full confidence in the revitalization of the northeastern region,” he said on Tuesday in Jinzhou City, calling for accelerating industrial restructuring and meeting the requirements of reform and development in the new era.

In 2020, Liaoning Province, along with the other two northeastern provinces, achieved positive economic growth, a sign of the country’s economic resilience against the backdrop of the world’s worst pandemic in decades.

A sound business environment has also been formed. Official data in Liaoning shows that the number of market entities in the province reached 4.58 million, up 9.1 percent year-on-year. The number of scientific and technological small and medium-sized enterprises reached 18,158, up 34.6 percent year on year.

Xi: CPC is always with the people

President Xi also paid a visit to a local community in Huanggu District of Shenyang City, where he called for the renovation of old residential communities an important work to improve the quality of people’s life, not just the living environment and amenities, but of community services as well.

More efforts should be made so that the people feel the CPC serves the people wholeheartedly and is always with the people, Xi said on Wednesday.

Considering China’s aging population and increasing life expectancy of the elderly, aged care services should continue to expand, Xi said.

Xi also called for enhanced child care and development.

Honoring Humanitarians Who Put Their Lives on the Line to Save Others

Wherever natural disasters, violent conflicts, and other humanitarian crises tear societies apart and test the human spirit, aid workers are on the ground every hour of every day to save lives. Today, on World Humanitarian Day, USAID honors brave aid workers around the world as they serve people in need.

Why We Celebrate World Humanitarian Day

World Humanitarian Day started in the wake of the horrific August 19 Canal Hotel bombing in 2003 that killed many UN colleagues and innocent Iraqi bystanders. Since then, it has become a day to recognize the tremendous service made by humanitarians, who tirelessly work to save lives amid the growing challenges and threats.

The challenges facing aid workers in 2022 are immense. Compounding crises have depleted global resources and stretched the capacity of dedicated humanitarians to respond to the unprecedented needs across the world. From deadly conflicts like Russia’s unprovoked war in Ukraine to the worst drought on record in the Horn of Africa to the world’s largest humanitarian crisis in Yemen, myriad emergencies have upended the lives of hundreds of millions of people worldwide. Through it all, humanitarians are there to ease suffering and offer a lifeline.

But their work does not come without cost. Aid workers are confronting deteriorating security conditions and the ever-present risk of harm. Violent attacks, harassment, intimidation, and threats by various parties to conflict against humanitarians are increasing every year.

Last year, South Sudan was the most dangerous country for aid workers, followed by Afghanistan and Syria. Tragically, the vast majority of those who face the greatest risks to their lives are local nationals of the country in which they work, sacrificing everything to support their neighbors. Targeting humanitarian workers, regardless of nationality, is unacceptable.

Who We Honor

In times of crisis, everyone bears responsibility for protecting humanitarian workers so that vital aid can reach those who need it most. An African proverb says: “It takes a village to raise a child,” highlighting the collective efforts of many people required to provide a safe and secure environment for children to develop and flourish.

Similarly, it takes a village to help people in crisis — with an entire humanitarian community made up of local volunteers, emergency services, non-governmental organizations, the Red Cross, and the UN closely working together around the world.

While humanitarian’s roles may be different, their impact is shared. From health worker, to advocate, to protection officer to leader, each plays a critical role ensuring aid gets to those who need it most. Covid-19: WHO experts back second booster for most at risk

GENEVA— The World Health Organization’s vaccine advisers recommended that people most at risk from Covid-19 should be offered a second booster dose to increase their immunity.

The Strategic Advisory Group of Experts on Immunisation (SAGE) said following initial vaccination, typically consisting of two doses, and an already recommended first booster dose, specific groups of people should be offered an additional jab.

“We are doing this on the basis obviously of observations in relation to waning immunity and particularly in the context of Omicron,” WHO senior health advisor Joachim Hornbach told reporters via video link.

The UN health agency has already recommended that all adults receive a booster shot four to six months after an initial round of vaccination, typically consisting of two jabs.

But SAGE chairman Alejandro Cravioto stressed that Thursday’s recommendation for a second booster after another four to six months had passed was only meant for the “populations at the highest risk.”

It “does not constitute a general recommendation of vaccinating all adults after the first booster”, he told the virtual press briefing.

SAGE said second boosters should be offered to the elderly and all immunocompromised people, pregnant women, as well as those with conditions like diabetes, hypertension and cardiac, lung and kidney disease that put them at higher risk.

Health workers of all ages should also get the additional jab, Cravioto said, insisting on the need to “protect our health systems from the devastation of having its personnel sick and not at work.”

Looking forward, the SAGE experts pointed to “significant uncertainties related to the evolution of the virus, the characteristics of future variants, and the trajectory of the epidemic given increasing vaccine- and infection-induced immunity globally.”

“It is likely that additional doses may be needed within 4-12 months after the second booster, especially in persons most vulnerable to severe disease and death,” they said.

For now, the booster recommendations are for the available vaccines developed to tackle the initial Covid-19 strain.

WHO has said it will evaluate new jabs being developed by vaccine makers like Moderna and Pfizer that are adapted to target new, fast-spreading Omicron variants.

But SAGE stressed that current vaccines appeared to continue providing high protection “against severe disease in the context of the Omicron variant and its sub-lineages.”

Second boosters for at-risk populations “should not be delayed in anticipation of future variant-containing vaccines”, they said.
