‫‫من السعودية إلى العالم العربي.. “إثراء” يفتح باب المشاركة للقرّاء والقارئات في مسابقة (أقرأ) بنسختها القادمة

الظهران – 27 يونيو، 2022 — أعلن مركز الملك عبدالعزيز الثقافي العالمي( إثراء)، عن بدء استقبال المشاركات للقرّاء والقارئات من جميع أنحاء العالم العربي للتسجيل في مسابقة أقرأ في نسختها الثامنة، إحدى مسارات برنامج إثراء القراءة ( أقرأ)، جاء ذلك في الحفل الختامي لأقرأ مساء يوم السبت 25 يونيو 2022 م الموافق ( 26 ذو القعدة 1443هـ) في مقر المركز بالظهران شرق السعودية، بحضور رئيس أرامكو السعودية وكبير إدارييها التنفيذيين، المهندس أمين بن حسن الناصر، والذي بدوره توّج الفائزين بالمسابقة في نسختها السابعة، وقد ضمّ الحفل نخبة من المثقفين والأدباء والمهتمين بالشأن الثقافي، اطّلعوا على الرحلة الطويلة التي تمكّن خلالها الفائزون من الوصول إلى التصفيات النهائية في مسار قارئ العام وسُفراء القراءة وسُفراء الترجمة.

وأعلن الناصر خلال الحفل توسيع نطاق المسابقة ليشمل مشاركة القُرّاء والقارئات من كافة الدول العربية في الدورة الثامنة للبرنامج الذي سيتخذ بإذن الله موقعًا مميزًا على خارطة الثقافة العربية، كما أعرب عن التطلع بأن نحتفي في المستقبل بفوز أحد المبدعين السعوديين بجائزة نوبل للآداب، وأن يكون لمسابقة “أقرأ” تأثيرًا في تحقيق ذلك الإنجاز.

من جانبه، أعرب مدير مركز الملك عبد العزيز الثقافي العالمي (إثراء)، حسين حنبظاظة عن فخره بمخرجات مسابقة “أقرأ” الذي شهدت تطورًا متسارعًا منذ انطلاق برنامج إثراء القراءة عام 2013 م، فضلًا عن تزايد عدد المشاركين به، حيث تجاوز عددهم 75 ألف قارئ وقارئة، منوهًا إلى سعي إثراء في تطوير البرنامج بشكل سنوي، وقال حنبظاظة” تعد القراءة أحد الأذرع الحامية للغة العربية، كما تُعد انحيازًا للإنسان باعتبارها تنمية بشرية بحتة تسهم في صناعة فكر عربي خلاّق، و لفت إلى الدور الذي حققته المسابقة في اكتساب المشاركين العديد من المعارف ورفع مستوى الوعي عبر بث روح المنافسة بين الشباب، مشيدًا بالدور الذي يسعى إليه (إثراء) في تعزيز أوجه الثقافة وترسيخ أعمدة القراءة، عبر مكتبته التي استقبلت أكثر من مليون زائر منذ نشأة المركز.

فيما شهدت فعاليات الحفل الختامي التي استمرت على مدى يومين ولأول مرة مشاركة الكاتب والروائي العالمي (أورهان باموق) الحاصل على جائزة نوبل للآداب كضيف شرف، ومشاركة المفكر المغربي د. عبدالفتاح كيليطو كشخصية ثقافية للحفل، فيما تضمن البرنامج الاحتفالي في يومه الأول أمسية للشاعر البحريني قاسم حداد، استذكر خلالها ذكرياته في المنطقة الشرقية في أجواء مفعمة بالشجن والحنين، وجلسة نقاشية بعنوان (لماذا نقرأ الأدب؟) شارك فيها الدكتور السعودي سعد البازعي والروائية الكويتية بثينة العيسى والشاعرة السودانية روضة الحاج، علاوة على جلسة نقاشية في يومه الثاني بعنوان (القراءة في عصر الرقمنة) حول تأثير التحول الرقمي على القراء وعالم النشر واتجاهات القراءة في العالم العربي شارك فيها من السعودية الدكتور عبدالله السفياني والأستاذ محمد الفريح، وأدار الحوار الكاتب المصري محمد شعير، كما شهد البرنامج عرضًا مسرحيًا بعنوان (السقوط عن نص دافئ)، إلى جانب إطلاق أغنية “أقرأ” للفنان الكويتي حمود الخضر.

من جانب آخر شهد البرنامج الختامي لأقرأ، منصات توقيع كتب وجلسات نقاش منها توقيع آخر أعمال الروائي العراقي محسن الرملي عن رواية بنت دجلة التي ترشحت للقائمة الطويلة لجائزة البوكر، وتوقيع رواية (دلشاد – سيرة الجوع والشبع) للروائية العمانية بشرى خلفان، والتي وصلت إلى القائمة القصيرة للجائزة العالمية للرواية العربية (البوكر) لعام 2022م، بالإضافة إلى توقيع آخر إصدارات الشاعر والقاص الإماراتي سلطان العميمي، مجموعة “كائن أزرق أو ربما” القصصية، وتوقيع كتاب ” في جو من الندم الفكري” للكاتب المغربي الدكتور عبد الفتاح كيليطو الذي يعد من أهم المفكرين والمنظرين العرب في العصر الحديث، وتتنوع كتاباته الفكرية والأدبية من حيث مواضيعها، وتتفق في تميزها واختلاف الزوايا التي يعالج بها كيليطو كتاباته سواء عن اللغة أو الفلسفة أو الهوية أو الدين أو الإيمان أو الأدب، علاوة على توقيع رواية “ماكيت القاهرة” للروائي المصري طارق إمام، والتي وصلت إلى القائمة القصيرة للجائزة العالمية للرواية العربية (البوكر) لعام 2022م.

Atradius survey: significant uptake of trade credit insurance across UAE

Expressing a concern over safeguarding cash flow, more businesses have turned to credit insurance than last year

DUBAI, UAE – Media OutReach – 28 June 2022 – The latest Atradius Payment Practices Barometer Survey for the United Arab Emirates has revealed a year-on-year increase in the number of businesses adopting trade credit insurance. The majority of businesses polled cited the need to protect cash flow and minimise days sales outstanding (DSO) as primary reasons for taking out a policy. Indeed, 60% of businesses polled explained that liquidity issues were the primary reason for payment defaults. However, there was also an increase in the number of businesses choosing to use specific trade finance solutions to complement their credit insurance policy.

Despite this increase in the adoption of trade credit insurance, there was no year-on-year change in the total value of B2B sales made on credit, which remained at about half of all sales. Write-offs also held steady at 8% with no change year-on-year. Businesses across the UAE reported different reasons for offering customer credit. These ranged from the desire to grow sales with existing customers in the agri-food industry, to the need to remain competitive within regional and international markets as indicated by respondents in the ICT industry.

“The UAE has a strategically important position as the region’s commercial hub”, said Schuyler D’Souza, Managing Director Middle East at Atradius. He explained: “Although there remains a widespread preference for cash, trade credit is used to drive sales across various sectors where businesses are competing in international markets. The more widespread use of trade credit insurance in the region is likely to reflect the development of more sophisticated credit management strategies. It is the indication of a maturing market and a further example of the importance of the nation’s commercial focus.”

Overall, companies in the UAE appeared upbeat about their business outlook. The Atradius survey reported an optimistic mood among interviewees, the majority of whom anticipate an improvement in customer payment practices over the coming year. 71% (across all industries) said they expect to increase the amount of B2B credit they trade over the coming months, reflecting anticipated growth in their market share. There was also a widespread expectation that DSO would be kept under control. 53% of the total value of invoices is currently overdue, an improvement on the 60% reported in our last survey in 2021.

The exception to the positive outlook is the steel/metals industry, which has been impacted by geopolitical tensions and supply chain issues. In this year’s survey the industry reported a year-on-year increase in write offs; 12% of all B2B invoices this year compared to 9% last year. The sector also saw an increase in late payments; 49% up from 30% last year.

Atradius conducted the Payments Practices Barometer survey in the first half of 2022. Responses were collected from businesses across the UAE in agri-food, chemicals, consumer durables, electronics/ICT and steel/metals industries.

وقال إنه ينبغي للمجتمع الدولي أن يعمل معاً لتهيئة بيئة دولية مواتية للتنمية تتسم باقتصاد عالمي مفتوح ونظام حكم عالمي عادل ومنصف.

وأشار شي إلى أن التحركات الحمائية ستزدهر؛ فأي شخص يحاول تشكيل كتل حصرية سينتهي به الأمر إلى عزل نفسه، وأن إضافة أقصى العقوبات لا يخدم مصلحة أحد، وأن ممارسات فك الارتباط وتعطيل الإمداد ليست ممكنة ولا مستدامة.

كما سلط الرئيس الصيني الضوء على ضرورة تبني دوافع جديدة للتنمية، قائلًا إنه ينبغي بذل الجهود لتعزيز الإبداع العلمي والتكنولوجي فضلًا عن الإبداع المؤسسي، والنهوض بالصناعات الحديثة، وسد الفجوة الرقمية، وتسريع التحول المنخفض الكربون.

وفيما يتعلق بالتنمية، شدد شي على ضرورة عدم التخلي عن أي بلد أو فرد، داعيًا إلى إقامة شراكة إنمائية عالمية.

وقال شي: “يجب على البلدان المتقدمة أن تفي بالتزاماتها، ويجب على البلدان النامية تعميق التعاون، ويجب على الجنوب والشمال أن يلتقيا في منتصف الطريق”.

وعد الصين الراسخ

مع الأخذ في الاعتبار رفاهية البشرية كلها، اقترح شي مبادرة التنمية العالمية ( GDI ) في المناقشة العامة للجمعية العامة للأمم المتحدة في دورتها السادسة والسبعين في سبتمبر 2021 في توجيه التنمية العالمية نحو مرحلة جديدة من النمو المتوازن والمنسق والشامل، والتي لقيت ترحيبًا حارًا ودعمًا قويًا من أكثر من 100 دولة.

أعلن شي يوم الجمعة عن الخطوات العملية الأخرى التي اتخذتها الصين لتقديم الدعم المستمر لخطة التنمية المستدامة لعام 2030 وتعزيز الرخاء العالمي.

وقال إن الصين سترفع مستوى صندوق مساعدة التعاون فيما بين بلدان الجنوب إلى صندوق عالمي للتنمية والتعاون فيما بين بلدان الجنوب، وستضيف مليار دولار إلى الصندوق بالإضافة إلى مبلغ الـ 3 مليار دولار الذي تم الالتزام به بالفعل، وستزيد كذلك من المدخلات في الصندوق الاستئماني للسلام والتنمية التابع للأمم المتحدة.

وأشار شي إلى أن الصين على استعداد للعمل مع جميع الأطراف لتعزيز التعاون في الحد من الفقر والقضاء عليه، وإنتاج الأغذية وإمداداتها، والتنمية الخضراء، وابتكار اللقاحات، والبحث والتطوير، وكذلك تعزيز التصنيع والربط.

ووفقًا لما ذكره الرئيس الصيني، ستنشئ الصين منبرًا لتبادل الخبرات والمعارف بشأن التنمية الدولية، ومركزا عالميا لتعزيز التنمية، وشبكة عالمية للمعارف من أجل التنمية، بغرض تبادل الخبرات في مجال الحكم وتعزيز التعلم المتبادل.

Ailing oceans in state of ’emergency’, says UN chief

LISBON— A long-delayed conference on how to restore the faltering health of global oceans kicked off in Lisbon, with the head of the United Nations (UN) saying the world’s seas are in crisis.

“Today we face what I would call an ocean emergency,” UN Secretary-General Antonio Guterres told thousands of policymakers, experts and advocates at the opening plenary, describing how seas have been hammered by climate change and pollution.

Humanity depends on healthy oceans.

They generate 50 per cent of the oxygen we breathe and provide essential protein and nutrients to billions of people every day.

Covering 70 per cent of Earth’s surface, oceans have also softened the impact of climate change for life on land.

But at a terrible cost.

Absorbing around a quarter of CO2 pollution – even as emissions increased by half over the last 60 years – has turned seawater acidic, threatening aquatic food chains and the ocean’s capacity to absorb carbon.

And soaking up more than 90 per cent of the excess heat from global warming has spawned massive marine heatwaves that are killing off precious coral reefs and expanding dead zones bereft of oxygen.

“We have only begun to understand the extent to which climate change is going to wreak havoc on ocean health,” said Charlotte de Fontaubert, the World Bank’s global lead for the blue economy.

Making things worse is an unending torrent of pollution, including a garbage truck’s worth of plastic every minute, according to the United Nations Environment Programme (UNEP).

On current trends, yearly plastic waste will nearly triple to one billion tonnes by 2060, according to a recent report by the Organisation for Economic Cooperation and Development (OECD).

Microplastics – now found inside Arctic ice and fish in the ocean’s deepest trenches – are estimated to kill more than a million seabirds and over 100,000 marine mammals each year.

Solutions on the table range from recycling to global caps on plastic production.

Global fisheries will also be in the spotlight during the five-day UN Ocean Conference, originally slated for April 2020 and jointly hosted by Portugal and Kenya.

“At least one-third of wild fish stocks are overfished and less than 10 per cent of the ocean is protected,” Kathryn Matthews, chief scientist for US-based NGO Oceana, said.

“Destructive and illegal fishing vessels operate with impunity in many coastal waters and on the high seas.”

One culprit is nearly US$35 billion in subsidies. Baby steps taken last week by the World Trade Organization (WTO) to reduce handouts to the industry will hardly make a dent, experts said.

The conference will also see a push for a moratorium on deep-sea mining of rare metals needed for a boom in electric vehicle battery construction.

Scientists say poorly understood seabed ecosystems are fragile and could take decades or longer to heal once disrupted.

Another major focus will be “blue food”, the new watchword for ensuring that marine harvests from all sources – wild caught and farmed – are sustainable and socially responsible.

Aquaculture yields – from salmon and tuna to shellfish and algae – have grown by 3 per cent a year for decades and are on track to overtake wild marine harvests that peaked in the 1990s, with each producing roughly 100 million tonnes per year.

The Lisbon meeting will be attended by ministers and even a few heads of state, including French President Emmanuel Macron, but is not a formal negotiating session.

But participants will push for a strong oceans agenda at two critical summits later this year – the COP27 UN climate talks in November, hosted by Egypt, followed by the long-delayed COP15 UN biodiversity negotiations, recently moved from China to Montreal.

Oceans are already at the heart of a draft treaty tasked with halting what many scientists fear is the first “mass extinction” event in 65 million years. A cornerstone provision would designate 30 per cent of the planet’s land and ocean as protected areas.

But preparatory negotiations in Nairobi ended on Sunday in deadlock.

“The agreement is at risk of collapsing on the question of finance,” the environmental diplomacy lead for WWF France said.

For climate change, the focus will be on carbon sequestration – boosting the ocean’s capacity to soak up CO2, whether by enhancing natural sinks such as mangroves or through geoengineering schemes.

At the same time, scientists warn, a drastic reduction in greenhouse gases is needed to restore ocean health.

Children in Armed Conflict Subjected to Unspeakable Horrors: UNICEF

The U.N. children’s fund says more than 266,000 violations were committed against children in armed conflict between 2005 and 2020.

An analysis of more than 30 conflicts across Africa, Asia, the Middle East and Latin America finds children continue to bear the brunt of war and are forced to endure what it calls unspeakable horrors.

Authors of a report on the subject say the figure in the report represents just a fraction of the violations believed to have occurred and does not reflect the magnitude of the crimes committed against children caught in conflict.

Tasha Gill is UNICEF’s senior adviser, Child Protection in Emergencies. She says children are victims of a staggering average of 71 verified grave violations every day. She says the report documents the killing and maiming of more than 104,000 children in conflict.

“Between 2016 and 2020, 82 percent of all verified child casualties occurred in only five situations: Afghanistan, Israel and the State of Palestine, Syria, Yemen, and Somalia. It is also important to note that many children experience more than one violation, increasing their vulnerability,” Gill said.

She notes abduction often leads to other violations, such as recruitment and sexual violence. The report has verified at least 25,700 child abductions by parties to conflict and more than 93,000 children recruited as soldiers by all parties to conflict.

Additionally, the report says children have been raped, forcibly married and sexually exploited, with at least 14,200 children also having been subjected to other forms of sexual violence. Gill calls sexual violence against children the most underreported of all violations.

“Sexual violence does occur against children. It is used as a tactic of war. It is one of the lowest numbers because of the access issue but also the stigma and fear attached to reporting in conflicts across the board … Children are often used for many different reasons, which can be considered deliberate targeting. Our request is that all parties immediately cease and desist from using children in armed conflict,” Gill said.

She notes children are recruited as soldiers, and many also are used by the warring parties as porters, sexual slaves, and messengers. She says the violations must stop.

UNICEF is calling on parties to conflict and states to abide by their obligations under international humanitarian and human rights law and implement concrete measures to protect children.

Agency officials say they have met with success in preventing some violations against children and putting a stop to others by engaging with those responsible for the violations. Germany returns artefacts taken from Africa during colonial rule

BERLIN— Priceless artefacts removed and looted from African nations during Germany’s colonial period will be permanently returned, officials said.

The Berlin-based Prussian Cultural Heritage Foundation, which manages the German capital’s many museums, said on Monday it had entered into negotiations on the returns of artefacts to Namibia, Tanzania and Cameroon.

Among the artefacts to be returned is a shell-studded statue of the mother goddess Ngonnso’, which holds great spiritual significance for the Nso’ people of northwest Cameroon, the foundation said.

The statue has been part of the collection of Berlin’s Ethnological Museum since 1903, after it was “donated” by a German colonial officer who had taken it by force from the Nso’.

The board also approved the permanent return of 23 artefacts, including jewellery, tools and fashion items, to Namibia. The objects, also stolen during the colonial period from 1884 to 1919, were sent to Namibia last month for research purposes and will now remain there.

The foundation said its president had also been authorised to sign an agreement on the return of objects Germany looted from Tanzania during the Maji Maji Rebellion and other conflicts during its early 20th-century colonial rule.ADVERTISING

The foundation’s president, Hermann Parzinger, welcomed the move to return the artefacts.

“The decision makes clear that the issue of the return of items collected in a colonial context does not always come down to injustice,” he said.

“The special significance – in particular spiritual – of an artefact for the community it originated from may also justify return,” he added.
