New York, Libya’s representative to the United Nations, “Taher al-Sunni,” stressed the importance of Libyans’ ownership and leadership of any political process away from any dictates or external interference.

“Sunni” said in a speech during the Security Council session held today on Libya – to support sincere national efforts that seek during this period to address the challenges we mentioned to produce a comprehensive Libyan national solution, and to end all fragile transitional stages.

Al-Sunni said that everyone knows that the solution lies in restoring legitimacy to the people and through a solid constitutional framework that clarifies the shape of the state and its institutions.

He also praised the continuous efforts of the Joint Military Committee (5+5) and its ongoing meetings that took place recently with various military leaders in several Libyan cities, stressing that the goal of all these meetings is to start unifying the military institution in a professional and effective manner, and to find possible mechanisms to end all kinds of foreign presence. On Libyan lands, whatever their names, which represents a sovereign demand that all Libyans aspire to and call for. Without it, the country will remain occupied and its national will hostage to others.

New York, Libya’s delegate to the United Nations, Taher Al-Sunni, said that the postponement of the elections was expected, although it was surprising to some, due to the difference in opinions between the parties, and because of the legal and constitutional framework that regulates the elections.

Al-Sunni made it clear in his speech during the Security Council session held today on Libya that the crisis of confidence and the absence of a constitution for the country or a consensual constitutional basis that most political forces are now calling for, it will be very difficult to conduct these elections successfully.

Al-Sunni warned that holding elections in the absence of a constitution and the lack of consensus among all parties on a constitutional basis will open new doors of conflict, stressing that elections are a means for political participation, not a means of predominance and exclusion, and a means to support stability and not an end in itself.

He also reiterated the commitment of the National Unity Government to democratically hand over power to the elected bodies when setting new electoral dates as soon as possible to end all transitional stages and to avoid any political vacuum, as stated in the road map, international conferences and relevant Security Council resolutions.

Al-Sunni pointed out that achieving consensus among all parties on the constitutional track and electoral laws without any exclusion would guarantee simultaneous transparent and fair presidential and parliamentary elections whose results are respected.

He said that the government is still committed to providing all the necessary capabilities and equipment necessary for the success of the electoral process, whether with the support of the Electoral Commission or through various state agencies.

The Libyan delegate called on the United Nations to contribute and assist more seriously and effectively to support the electoral process, and to send its teams to assess needs and coordinate with the High Electoral Commission, in order to arrange the upcoming elections in a sufficient time, so that this would be a clear message to everyone about the seriousness of the international community in achieving elections that everyone aspires to without questioning it or its results.

Al-Sunni said in a speech during the Security Council session that was held today on Libya that these people seek to exclude others, abort the political process and plunge Libya into chaos again, for fear of losing their influence or that the free democratic path will seize them from their side.

Al-Sunni expressed his aspiration once again for a positive and more effective role of the Security Council towards supporting the consensus of the Libyans, working to end all kinds of interference in Libya, correcting past mistakes, and apologizing to the Libyan people for the crimes and violations that these violations and intrusions caused.
