Kupis: All Libyan Parties Committed To Elections On Set Time, But Need Legal Framework And Constitutional Basis.

Algiers, UN Special Envoy to Libya Jan Kupis said Libya is in a delicate phase, and gains made thus far should preserved, and parties encouraged to work towards executing the ceasefire and approving the constitutional basis.

‘We need a constitutional basis to hold the Dec. 24 elections, Kupis said in remarks before the Libya’s Neighboring Countries meeting in Algeria, indicating that all parties expressed their commitment to this entitlement.

‘All those I spoke to have reiterated their commitment to the elections on set time, and the Government has provided the logistical support, but we are awaiting the constitutional basis, he said.

‘The UN continue to offer technical support for the Election Commission, for a transparent process, the UN Envoy said, calling for sending international observers to the elections, and highlighting importance of approving the budget by the House of Representatives.

Kupis highlighted the effort of 5+5 Military Commission, which led to opening of the coastal highway, but said presence of mercenaries was a source of concern to all.

The UN Envoy said a UN team would be deployed in Sirte to monitor implementation of the ceasefire, and the launch of a plan for withdrawing of mercenaries and foreign forces by the 5+5 Commission, urging neighboring countries to engage in this track.

Tobruk, The House of Representatives’ spokesman, Abdullah Belihaq, announced that the House of Representatives will hold its session shortly to discuss the draft law to elect the next House of Representatives on December 24, 2021. Ministerial Consultative Meeting Of Libya’s Neighboring Countries Kicks Off.

Algiers, The Ministerial Consultative Meeting of Libya’s neighboring countries kicked off in the Algerian capital on Monday. The Libyan Foreign Minister Najla Al Mangoush is attending the meeting.

In addition to Libya and Algeria, the meeting is being attended by Foreign Ministers of Tunisia, Sudan, Egypt, Niger, Chad as well as the Secretary General of the Arab League, Foreign Minister of Congo representing the Congolese President current Chairman of African Union, AU Peace and Political Affairs Commissioner and the UN Special Envoy and Head of Support Mission in Libya.

The Meeting is discussing, over 2 days, joining efforts aimed at finding a lasting solution to the Libyan crisis.

The meeting is an opportunity for consultation and coordination over developments in Libya, and to rally support for an initiative the Foreign Minister Al Mangoush made at Berlin 2 Conference to end all forms of intervention in Libya’s internal affairs, with the aim of holding an international conference, to be presided over by Libya and with participation of all regional and international players engaged in the Libyan file, to bring about security and stability to Libya.

Egyptian And Algerian Foreign Ministers To Continue Coordination To Achieve Stability In Libya.

Algiers, Algerian Foreign Minister Ramtan Lamamra held talks with his Egyptian Counterpart Sameh Shukri on Monday prior to start of Libya’s Neighboring Countries Ministerial Meeting.

Algerian news agency quoted Shukri as saying ‘Egypt and Algeria will continue to coordinate to achieve this goal ‘, expressing hope that the meeting and subsequent meetings would lead to ‘something that enhances prospects of Libya getting out of its crisis and return to take up its place within the Arab, regional and international frameworks.

The Head of Egyptian Diplomacy thanked Algeria for ‘resumption of Libya’s Neighboring Countries Meeting to promote stability and sovereignty of Libya and safeguard the resources of the Libyan people in accordance with the decisions of the Berlin 1 and 2 conferences.’
