An upcoming visit of the Italian Interior Minister to Libya next May

Rome- Next May, the Italian Interior Minister, “Luciana Lamorgese,” will visit Libya and Tunisia with the European Commissioner, “Ilva Johansson,” according to the Italian Nova news agency.

In a briefing before the Italian House of Representatives, Lamorgese said that Libya and Tunisia are today the two main countries from which the migration flows that affect the central Mediterranean route.

She added, “I have agreed with the European Union Commissioner for Internal Affairs Johansson to conduct a joint visit soon, in May, also to implement the measures and financial contribution related to the strategic partnership.”

Libya holds UN-brokered talks on national elections in Cairo

CAIRO — The Joint Committee of Libya’s House of Representatives and High Council of State on Wednesday started consultations in Cairo to determine the constitutional basis for the upcoming elections, the UN Support Mission in Libya said in a statement.

Twelve lawmakers from Libya’s east-based parliament and 12 from the High Council of State, an advisory body in the capital of Tripoli, in western Libya, are taking part, according to the parliament’s spokesman, Abdullah Bliheg.

“It is the belief of the Libyan public that the ultimate solution to the issues that continue to plague Libya is through elections, held on a solid constitutional basis and electoral framework that provides the guardrails for an electoral process which clearly defines milestones and timelines going forward,” Stephanie Williams, adviser to the UN secretary-general for Libya, told the delegates from the two bodies.

“You have a critical role to play in making your voice heard in support of your 2.8 million fellow Libyan citizens who have registered to vote,” added Williams, who launched the talks.

Libya was expecting to hold presidential elections on Dec 24, 2021. However, the elections were postponed indefinitely because of technical and legal issues, according to the High National Elections Commission.

In March, Williams announced an initiative to form a joint committee of the House of Representatives and the High Council of State to reach a firm constitutional basis to hold national elections as soon as possible.

The mission said in its statement, posted on its official website, that the Special Adviser to the Secretary-General on Libya, Stephanie Williams, “launched in Cairo on Wednesday the consultations of the joint committee consisting of the House of Representatives and the High Council of State, with the aim of determining a constitutional basis for holding free, credible, transparent and inclusive elections under the auspices of the United Nations.” . In her opening speech, Williams said, “The entire Libyan people believe that the final solution to the issues afflicting Libya comes through elections that are conducted on a solid constitutional basis and an electoral framework that represents the protection of the electoral process with clear milestones and timetables that enable it to move forward.”

Addressing representatives of the two chambers, the UN envoy added, “Your role is crucial in making your voice heard in support of the 2.8 million of your citizens in Libya who have registered to vote.”

On the third of last March, Williams announced her initiative to form a joint committee of the House of Representatives and the Supreme Council of State to agree on a strong constitutional basis to hold national elections as soon as possible, in response to the aspirations of 2.8 million Libyans who registered to vote in order to democratically elect their representatives.

Dabaiba approves financial arrangements worth 37.6 billion dinars for the National Oil Corporation

Tripoli- The Minister of State for Cabinet Affairs in the Government of National Unity, Adel Jumaa, revealed the details of the national plan to support the oil and gas sector announced by Prime Minister Abdel Hamid Dabaiba, Wednesday.

Jumaa said, during the launch ceremony of the plan, that the national unity government had approved emergency financial arrangements for the National Oil Corporation for the year 2022, at a value of 37 billion, 640 million and 145 thousand dinars.

The Minister of State for Cabinet Affairs explained that the committee formed under the decision of the Prime Minister of the Unity Government No. 154 of 2022, which includes from a number of sectors to develop the oil sector, has reached the adoption of emergency financial arrangements for the corporation.

He explained that the financial arrangements were distributed over the first chapter expenses amounting to 3 billion and 5 million and 349 thousand dinars, operating expenses (Chapter Two) 7.9 billion, and the expenditures of the development plan of the National Oil Corporation 16.9 billion dinars, in addition to allocating 6.4 billion to pay previous obligations on the National Oil Corporation . According to the decision to approve the financial arrangements, the previous expenditures will be covered from the oil revenues expected to be collected during the 2022 fiscal year, and the Council of Ministers will approve the plans and projects submitted by the National Oil Corporation, accompanied by the approval of the Ministry of Planning, according to the studies discussed. The resolution stressed the commitment of the National Oil Corporation and its subsidiaries, which are funded from the state’s public budget, to provide the Ministry of Finance with periodic reports on its expenditures, collected revenues, royalties and taxes.

The Prime Minister of the Government of National Unity, Abdel Hamid Dabaiba, announced , Wednesday, the launch of a national project to support the oil and gas sector and raise production rates. The Prime Minister said that the project includes allocating a budget to the National Oil Corporation and its subsidiaries with the aim of overcoming the obstacles facing the sector and initially increasing production to 1.4 million barrels during the current year. He explained that the government formed a committee to follow up on the implementation of the oil and gas sector support project, whose membership includes the relevant institutions, namely the ministries of finance, planning, the civil service, the Central Bank of Libya, the Audit Bureau, the National Oil Corporation and its subsidiaries. He pointed out that the national unity government aims, through the plan, to increase oil production rates over the next three years.
