Libya International Conference on Cybersecurity continues in Benghazi.

Benghazi, The Libya International Conference on Cybersecurity, which is organized by the National Security Council, continued in Benghazi, during the period from January 21-23, under the theme (The Slogan of National Security and Cyber Threats in a Changing World), with the participation of Egypt. On the second scientific day, the conference participants discussed Arab and international experiences in cybersecurity, the dangers of the Internet to society between prevention and treatment, the technical and legal dimensions of protecting the security of cyberspace, and the applications of artificial intelligence between opportunities and challenges.

Scientific papers of the participants included the Arab vision for the digital strategy in Abu Dhabi and Tunisia, the Arab initiative for digital transformation, the project to establish the National Fund for Cybersecurity, the Arab projects that remained within the framework of the recommendations and were not binding, the presence of qualified cadres or not, the supportive and security-guarantee legislation, and the clarification that the information Archived on search engines does not exceed 3% and 97% is non-archived information divided into safe and unsafe, in addition to addressing forms of crime in what is known as (Deep web), which includes (human trafficking, drugs, online torture, arms trade, And digital currencies, and the financing of terrorism, which exceeded one billion dollars in 2021 via the deep web), in addition to talking about Libyan laws to regulate electronic information and electronic protection, as it is still a matter of controversy among legislators.

The papers also reviewed the military and security cyber-attacks that the Arab countries were subjected to, ways to reach the perpetrators, and the informational protection of government networks to make them safe by isolating them on the Internet, and thus access to the internal hacker in the event of his occurrence becomes easy.

The dialogues were dominated by the role of cyber-terrorism in luring Arab youth and electronic extortion as an example of the interest of the audience who asked about terrorism targeting government systems to learn about the movements of officials to assassinate them.

The statistics of scientific papers during today’s sessions revealed that according to the global cybersecurity index during 2021, 2022, the United States of America comes first and India comes at the bottom of the list, and the electronic losses estimated from 2018 to 2027 will reach 24 billion dollars out of (18) billion Which means that it is catastrophic damage, as these numbers are very frightening.

The impact of the Internet in Libya on students at the secondary level, according to a study by the Center for Studies, during the year 2021, the rate of consumption of Internet services reached 86% of the total population of Libya, and 30% of those convicted of murders locally, according to the Center’s studies, they acquired this behavior and skills of using Weapons are among the online games, and the center confirmed that 91% of the network users access them via mobile phones.

During their scientific papers, the participants referred to the permanent digital revolution, wondering about the extent of human validity in the world with a digital dimension, the importance of establishing what is known as the organized digital crime syndicate and intellectual protection via the Internet, mechanisms for legal protection of children from the dangers of electronic pornography, and the importance of civil liability for websites.

Scientific papers also raised the current situation in Libya, which is considered lagging behind, but does not mean the end of solutions, and that the breaches occurring today are the result of misuse or personal error in use, not weak security systems and the risk of fraudulent fraud through social engineering.
