Operational Updates

In January 2019, WFP assisted 97,000 people, who received GFA in the form of food rations to cover their basic food needs.

WFP urgently requires funding in order to continue operating the UN Humanitarian Air Service (UNHAS) for Libya. Managed by WFP, UNHAS flies regularly between Tunisia and Libya, and increasingly within Libya itself. The service, which supports the humanitarian and donor community, is currently going to Tripoli, Benghazi and Misratah. An additional flight to Sebha will be added soon. UNHAS provides fast, safe and flexible air services for humanitarian organisations, including the UN, NGO agencies and donor entities working in Libya, to be able to reach vulnerable population groups.

WFP Libya's Country Director met with local officials in Benghazi as part of a UN delegation at the end of January 2019. The focus of the meeting was on the finalisation of a UN hub in the city, which will help to strengthen the UN presence and operations in and around Benghazi. Through its leadership of the Emergency Telecommunications Sector, WFP is setting up of this facility on behalf of the United Nations Country Team.

According to the Libya Joint Market Monitoring Initiative (JMMI), the beginning of 2019 saw the greatest monthly decrease in the median price of the food portion of the Minimum Expenditure Basket (MEB) since May 2018. The Minimum Expenditure Basket (MEB) represents the minimum group of items required to support a Libyan household for one month. This means that food prices continue to stabilise.

The JMMI also reported that disruptions to the supply of subsidised flour, which led to bakery strikes across Libya in 2018, appeared to be abating. After months of fluctuations, the average price of bread, which cost 1.25 LYD for five pieces, remained unchanged when compared to January 2018.
